Fishbone Necklace is fully class-agnostic and race-agnostic — All classes, All races. The Last Camp's open race / class system does not change anything about how a player interacts with this item, since canonical EverQuest already had it open to everyone.
The Iksar cultural breathwater pieces (the famous Fishbone Earring chain in Cabilis) remain race-locked to Iksar even on The Last Camp — the open class system unlocks classes for races, not cultural quests across races. A non-Iksar character who wants a clicky breathwater item will route to the Fishbone Necklace from Kerraridge instead.
