THE LAST CAMP

Lady Vox is the ice dragon of Permafrost Keep — one of the two Classic-era dragon raid targets, paired in lore and in design with Lord Nagafen. She is the matriarch of the ice goblin tribes that hold the Permafrost cavern complex in the northern reaches of Everfrost. Her clutch of frost wyrms patrols the lower levels as her standing court, and the deepest chambers of the keep are sealed behind their patrol routes. Where Nagafen's domain is the volcanic depths of Solusek's Eye, Vox's domain is the frozen heart of Norrath — a thematic mirror that defined the Classic-era raid scene. Her death is the first dragon-kill milestone for any guild crossing into the Classic raiding tier.

Lore

Vox is one of the elder dragons of Norrath. She is old enough to predate most of the playable races, and ancient enough that the ice goblins of Permafrost regard her not as a queen but as the literal originator of their tribe. The goblin shamans of the upper caverns invoke her in rites that scale up in fervor as the player descends, and the courtyard of frozen statues in the lower keep is widely held in lore to be the petrified remains of past challengers. Her chamber in the deepest cavern is sealed by a guarded ramp; the descent is a deliberate test of the raid's discipline before the final pull.

In canonical EQ lore Vox and Nagafen are explicitly tied — siblings or consorts depending on the source. The ring of Permafrost goblin runes references both names in equal measure, and the iconography of the lower keep is split between ice and the absent fire of her sibling. She is opposed to the Coldain dwarves of the Great Divide, whose own dragon-quest mythology makes Vox one of the named adversaries of the dwarven creator-god Brell. The frost wyrms that escort her are her own descendants, and the wyrm court-pieces of the Permafrost upper rooms are minor named drops in their own right.

The Velious dragon courts are, by lore, aware of Vox without claiming her — she predates the formal Claws of Veeshan and is treated as a peer rather than a vassal in the dragon hierarchies that take shape later.

Court and lieutenants

The Permafrost goblin tribe holds the upper caverns as Vox's standing army. The shamans, warlords, and frost-touched elites scattered through the keep are minor named encounters, each with their own modest loot table. Each named pull is tied to the dragon-faction hits that escalate as the raid descends. The frost wyrm patrols guarding the ramp to her chamber are level-appropriate to the broader keep but dangerous in social-aggro pulls. A clean descent leaves her chamber isolated; a sloppy descent fights Vox with half the keep in the back ranks.

Encounter

Vox is a level 52 single-spawn raid, fightable in light-raid numbers in era-correct gear. Her signature attack is a frontal cone of cold-damage breath that hits for several thousand damage and can rapidly delete unprotected casters and healers. Positioning the raid's tank wall between her and the back ranks is the basic discipline of the fight. She summons aggressive targets to her position and is immune to mez, root, and most standard crowd control; the encounter is a straight tank-and-spank with cold resists buffed and gear-stacked on the entire raid. Cleric chains for group cures are the standard contingency for the breath rotation, and a wipe usually follows from a sloppy break rather than from any specific scripted phase.

The descent through the goblin upper keep is itself part of the encounter — pulls must be cleanly separated to avoid dragging her court into the throne room before the raid is set. The wyrm patrols on the ramp can also be social-aggro hazards if the lead-in tank is not paying attention. The Last Camp tuning may differ — verify before pulling.

Approach

The standard Vox raid approach is to assemble the raid in Everfrost, descend through the upper goblin keep with one or two split-pulling pullers working ahead of the main column, and stage the raid at the ramp before committing to the chamber pull. Cold resist gear should be equipped before the descent, and Resist Cold buffs should be running on every group during the chamber engagement. A standard kill clocks in at twenty to thirty minutes, with most of the time spent on the descent and clear rather than on the dragon herself.
