Why it matters
Twenty-seven percent worn haste in the waist slot is one of the strongest non-raid haste options in the entire pre-PoP era. The headline number sits ahead of the
Flowing Black Silk SashFlowing Black Silk SashArmor·SLOT: WAISTHASTE+21%MAGICLORE by six percentage points, in a slot that historically forced melees to pick between haste and stats. The Runebranded Girdle refuses the tradeoff — it pairs the haste with a balanced 8/8/8 STR/STA/DEX line, 25 HP, 25 mana, 25 endurance, and 7 AC, which makes it tank-friendly, hybrid-friendly, and even credible for melee-leaning casters.
The all-class flag is the second half of the appeal. There is no class on the server that cannot equip this belt, and on most builds it occupies the waist slot from the moment a character can clear the camp until they pick up an even higher-tier raid haste item. Because the Coercer Q`ioul and Advisor C`zatl drop sites in the Velious-revamp Kithicor are repeatable named camps rather than a one-shot raid kill, the girdle reaches the bazaar economy in numbers — turning what would otherwise be a raid-tier haste percentage into a group-accessible upgrade path.

The Last Camp any-race-class note
The Last Camp's open class system does not change the girdle's mechanics — the All-class tag is canonical and unchanged, so every race / class combination on the server can equip it without restriction. What does change is the size of the recruiting pool for the Kithicor named camps. Combinations the original game never allowed — Halfling Wizards, Erudite Rangers, Ogre Bards — all want this belt at the same level as their canonical counterparts, which keeps Coercer Q`ioul contested longer into a server's life than its loot table would predict on a canonical-class-only server.
The undead-leaning faction work in Kithicor is class-agnostic; the camp itself rewards groups that can chain pull and survive AE damage from the caster nameds, which favors any composition with a real tank, a real healer, and meaningful resist gear regardless of which races fill those roles.
