Staff of Elemental Mastery: Water is the Magician primary slot 2H Blunt that boosts Water pets through the Servant of Water focus, and like its Fire and Earth siblings, it carries the Reclaim Energy clicky in the same item.
The staff drops from Phinigel Autropos, the named seahorse boss of Kedge Keep, which gates the item behind one of the most logistically distinctive raid encounters in classic — an underwater fight in a small zone with constrained pulling space and water breathing requirements.

Effect
Servant of Water passively raises the level, hit points, and damage of summoned Water pets while the staff is equipped. Water is one of the more situational pet schools — useful primarily where Cold damage carries an advantage — but the focus makes the Water pet competitive when called upon.
Reclaim Energy on the same staff returns the standard mana refund from destroying a summoned pet, which keeps the Magician's swap-pet routine fast and slot-efficient.
How to obtain
Phinigel Autropos is the named boss in Kedge Keep, an entirely underwater zone gated behind Estate of Unrest's Kedge access door. The fight requires water breathing for the entire raid, careful pulling to avoid linked roamers, and tight positioning to keep healers in line of sight. Autropos has a substantial HP pool and casts magic-based AoE damage, which traditionally pushed the encounter onto guilds that had already cleared a portion of Plane of Hate or Plane of Fear for resist gear.
The staff is the marquee Magician drop on Autropos's table at roughly a ten percent chance, so a guild farming Kedge for the full set of caster items will see it appear over a small number of clears. As a No Drop item, the Magician must attend the kill personally. Patient Magicians often work out a rotation with their guild that routes Kedge clears specifically when a Mag without the staff is in attendance, since the drop is otherwise wasted.
Why it matters
The Servant of Water focus turns the Water pet from a niche option into a viable choice in fights where Cold-aligned damage is favored, and the staff's clicky covers the Reclaim Energy slot the way the Fire and Earth versions do. Owning all three of the elemental mastery staves lets a Magician pre-stage the optimal pet for any zone without re-memorizing utility spells, which is the soft-required loadout for Magicians moving deeper into Velious and PoP.
Beyond raw mechanics, Phinigel Autropos kills are a recognizable progression marker on classic-era servers, and showing up to a pickup raid with the Water staff equipped tells the rest of the group that the Magician has cleared a non-trivial encounter set. The Water staff is also the rarest of the three on most populated servers because Kedge runs are less common than Hate clears, which gives it modest collector cachet beyond the base mechanics.
The Last Camp any-race-class note
The staff is Magician-only by canonical restriction. On The Last Camp any race that rolled Magician can equip it without further race-based gating, and the No Drop tag still requires the staff to be looted by the wearing character directly.
For Magicians on uncommon The Last Camp race-class combinations, the Water staff is sometimes the last of the three to arrive simply because Kedge is the least-frequent raid target on most server schedules.
